Former CID spokesman, Assistant Superintendent of Police Charles Twine has been granted bail after over a month in jail.
Buganda Road Chief Magistrate, Ronald Kayizzi a shs5 million cash bail while each of his four sureties was asked to pay shs50 million non- cash.
The same court however denied bail to Twiine’s co-accused, Noah Mitala alias Noah Mutwe over the absence of substantial sureties and the serious nature of the charges he faces, including incitement to kill President Museveni and his son, General Muhoozi Kainerugaba.
The case
According to prosecution, the charges stem from offenses allegedly committed between January 2024 and May 2025.
It is alleged that Twine, 48, used electronic platforms to disseminate content intended to ridicule, degrade, and demean senior government and military officials.
In one of the counts, Twine is accused of referring to Gen. Muhoozi Kainerugaba, Senior Presidential Advisor for Special Operations, as “a fat pig and a crook.”
The prosecution further contends that the comments were made with intent to incite hatred, provoke violence, and damage reputations.
Twine is additionally charged with inciting Mutwe to commit acts of violence, including allegedly urging him via social media to attack and assassinate the President of Uganda using paving stones.
He is also alleged to have encouraged the assassination of Gen. Muhoozi on political grounds.
Further allegations include the dissemination of inflammatory and defamatory remarks about other top government officials.
The prosecution asserts that Twine published statements against the Commander of the Mountain Division, Maj. Gen. James Birungi; Speaker of Parliament Anita Among, whom he allegedly described as “a rotten human being” and accused of orchestrating killings in Bukedea District; and Deputy Speaker Thomas Tayebwa, whom he allegedly labeled “a money launderer, masquerader, and fraudster.”
Both Twine and Mutwe are charged under the Computer Misuse Act, and the Penal Code for promoting hate speech and incitement to violence.
The case was adjourned to July 14, 2025, for further mention.
