FULL LIST: Museveni pardons 143 prisoners

President Museveni has pardoned 143 prisoners, primarily petty offenders, to help decongest prisons.

According the the statement from Uganda Prisons, the pardon was formalized in a November 13, 2025 letter from the Attorney General to the Commissioner General of Prisons, following constitutional procedures.

“In accordance with Article 121 (4) (a) of the Constitution, H.E. the President has granted pardon to a total of 143  prisoners. This, therefore, is to forward to you the Instrument of Pardon, dulv signed by H,E. the President. for your appropriate action. Pleasr notify this Office, by return of post, as soon as the process of releasing the prisoners has been completed,” Attorney General’s letter read in part.
