Two men have been remanded to prison after allegedly forging a land title in a scheme prosecutors say was aimed at fraudulently transferring ownership of land in Luwero District.
The suspect identified as Nkalubo Mulodokayi Ssekakoni and Hassan, were on Thursday arraigned before the Wobulenzi Grade One Magistrate’s Court on charges of forgery, uttering a false document, and conspiracy to commit a felony.
The duo denied the charges and were remanded until July 6, 2026.
The prosecution, led by the Criminal Investigations Directorate (CID), the Office of the Director of Public Prosecutions (ODPP), and the State House Anti-Corruption Unit, alleges that between 2022 and 2026, the two, together with others still at large, conspired to forge a certificate of title for land located on Bululi Block 239, Plot 23.
According to investigators, the forged title was falsely presented as having been issued by the Ministry of Lands, Housing and Urban Development.
Court heard that the accused later submitted the duplicate certificate of title at the Bukalasa Ministry Zonal Office (MZO) in Luwero District, seeking to register the land under the Letters of Administration for the estate of the late Yasoni Zawaya.
However, the alleged scheme unraveled when a Data Entry Clerk who received the document became suspicious and alerted the office receptionist. The title was then referred to the Senior Registrar of Titles, who examined it and reportedly identified several inconsistencies confirming it was a forgery.
The suspects were summoned back to the office, arrested, and later charged before court.
Investigations are ongoing as authorities pursue other suspects believed to have been involved in the alleged land fraud.
