The head teacher of Namisindwa Senior Secondary School in Mbale District has been remanded to September 16, 2026, after appearing before the Anti-Corruption Court on charges of allegedly abusing her office by imposing unauthorised fees on students at the government-aided school.
Seera Margret Kolya was arraigned before the court following investigations by the State House Anti-Corruption Unit, the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
Prosecution alleges that between 2024 and 2026, Kolya, who was employed by the Ministry of Education and Sports as head teacher of Namisindwa Senior Secondary School, abused her office by imposing fees on students contrary to government policy and the Education Act.
According to the prosecution, Kolya allegedly charged each of the school’s 122 students Shs65,000 per term, generating Shs7.93 million per term and approximately Shs23.79 million annually.
Prosecution contends that the charges were irregular because Namisindwa Senior Secondary School is a government-aided institution that receives capitation grants from the government.
The alleged fees form the basis of the abuse of office charge, with investigators maintaining that students in government schools should not be subjected to unauthorised charges contrary to government policy and the law.
Kolya’s arrest and arraignment are part of the ongoing “Expose the Corrupt” national campaign, which seeks to strengthen accountability and combat corruption and abuse of office in public institutions.
The campaign is being spearheaded by the Minister of State for Local Government, Balaam Barugahara.
The court remanded Kolya until September 16, 2026, when she is expected to return for further proceedings.
