Dr. Pamela Tibihikirra-Kalyegira has been appointed as the new director for the Law Development Centre(LDC) immediate effect.
Tibihikirra replaces Frank Nigel Othembi, who recently exited the institution after serving LDC for 12 years.
In a statement on Tuesday, Justice Paul Mugamba, the chairperson of the LDC Management Committee explained the choice of Dr. Tibihikirra-Kalyegira as new director.
“Dr. Tibihikirra-Kalyegira’s proven leadership and transformative approach will undoubtedly lead the Law Development Centre to greater success in legal education,” he said.
He added that Dr. Tibihikirra-Kalyegira’s extensive experience in legal education, training, and justice administration also make her the best choice for the position.
Dr. Tibihikirra-Kalyegira holds a Bachelor of Laws degree from Makerere University, a Diploma in Legal Practice from the Law Development Centre, and advanced degrees including a Master of Laws in Public International Law (with Merit) from the London School of Economics and a Doctorate in Judicial Science from Indiana University Maurer School of Law.
She was also a Fulbright Scholar during her studies at Indiana University.
In 1999, she was enrolled as an advocate of the High Court of Uganda and has practiced commercial law in the country.
According to the chairperson of the LDC Management Committee Dr. Tibihikirra-Kalyegira previously served as a member of the committee between 2010 and 2016, highlighting her connection to the institution.
The Law Development Centre is the only institution in Uganda that offers the bar course leading to the award of the postgraduate Diploma in in Legal Practice.
Established in 1970 by the Law Development Centre Act, as a government-owned institution of higher learning, LDC is responsible for “research, law reform, publications, law reporting and community legal services”
