Buganda Road Chief Magistrates Court has remanded former spokesperson of the Criminal Investigations Directorate(CID) Charles Twine.
Twine who has been missing for almost a week was reported to have been handed over by police to the Special Forces Command.
He was on Thursday arraigned before chief magistrate Ronald Kayizzi together with Noah Mutwe, the bodyguard to National Unity Platform leader, Robert Kyagulanyi, also known as Bobi Wine and charged with hate speech contrary to section 26(1) (a) and 2 of the Computer Misuse Act read against them.
The state alleges that Twine, 48, between January 2024 and May 2025 at various places within Kampala by use of a computer sent or shared information to the effect that Gen Muhoozi Kainerugaba is a fat pig and a crook, which information is likely to ridicule, degrade and demean Gen Muhoozi Kainerugaba.
Twine is also accused of inciting violence when through social media messages, he incited Bobi Wine’s bodyguard Noah Mutwe alias Nuwa Mutwe to attack and cause the death of the President of Uganda using pavers .
It is also alleged that Twine also asked Mutwe to cause the death of Gen Kainerugaba by reason of his office or political opinion.
He is also accused of sharing information to the effect that the Speaker of Parliament, Anita Among is a rotten human being and the chief sponsor of the killings and violence in Bukedea district, which information is likely to promote hostility against the speaker.
The state also alleges that he shared malicious information against Maj Gen James Birungi, the commander of the Mountain Division.
The state also alleges that Twine shared malicious information against the deputy speaker of Parliament, Thomas Tayebwa when he shared a message alleging that Tayebwa is a money launderer, masquerader and fraudster.
In court, Twine and Noah Mutwe denied the charges, prompting the trial chief magistrate to remand them until June, 5.
