Uganda and Guyana have moved to deepen cooperation in civil aviation after their respective aviation authorities signed a Memorandum of Understanding (MoU) aimed at strengthening technical collaboration, safety oversight and regulatory standards.
The agreement was signed on October 2, 2026, in Georgetown, Guyana, by Olive Birungi Lumonya, Deputy Director General of the Uganda Civil Aviation Authority (UCAA), and Lt. Col. (Ret’d) Egbert Field, Director General of the Guyana Civil Aviation Authority (GCAA).
UCAA Manager for Economic Regulation Christopher Kasozi also represented Uganda at the signing.
The MoU establishes a framework for the two authorities to share technical expertise and information, exchange best practices and collaborate in the management, modernisation and maintenance of civil aviation systems.
The areas of cooperation will include aviation safety surveillance and oversight, State Safety Programmes, Safety Management Systems, personnel licensing and training, airworthiness, institutional strengthening and human resource development.
The two authorities will also collaborate on economic oversight of air transport, with the partnership providing for the deployment of experts and instructors for training programmes and technical missions, as well as joint studies and other activities of mutual interest.
The cooperation is expected to strengthen the capacity of both aviation regulators while improving safety, efficiency and regulatory standards in the air transport sector.
Beyond technical cooperation, the agreement is also expected to provide a foundation for stronger commercial and economic ties between Uganda and Guyana through increased aviation cooperation and connectivity.
As part of efforts to deepen bilateral air transport relations, Uganda and Guyana have also agreed to conclude and sign a Bilateral Air Services Agreement (BASA) during the International Civil Aviation Organization (ICAO) Air Services Negotiation Event (ICAN), scheduled for December 2026 in Equatorial Guinea.
The planned BASA will establish a framework for air services between Uganda and Guyana and is expected to further strengthen cooperation between the two countries in aviation and related economic sectors.
