Uganda has called for Africa to be allocated at least two permanent seats on the United Nations Security Council, with full privileges, including veto power, as part of reforms to make the global body more representative.

State Minister for Foreign Affairs Haruna Kasolo made the call in Tripoli, Libya, where he represented Uganda at the 14th Ministerial Meeting of the African Union Committee of Ten (C-10) on the Reform of the United Nations Security Council.

Kasolo said Uganda remains committed to the Common African Position on Security Council reform, as outlined in the Ezulwini Consensus and Sirte Declaration.

He said Africa’s continued exclusion and underrepresentation on the Security Council cannot be allowed to continue, arguing that the continent deserves a greater role in global decision-making.

“Uganda therefore supports the Common African Position calling for at least two permanent seats with all the prerogatives and privileges of permanent membership, including the veto, alongside two additional non-permanent seats,” Kasolo said.

He said the demand for permanent representation is based on the principles of justice, equality and Africa’s rightful place in the international system.

Kasolo also stressed the need for African countries to maintain unity and speak with one voice during the ongoing intergovernmental negotiations on Security Council reform.

“I also emphasised the importance of maintaining Africa’s unity and speaking with one voice throughout the ongoing intergovernmental negotiations, while translating our shared commitment into tangible progress,” he said.

The minister said comprehensive reform should reflect the current geopolitical realities and create a more inclusive, equitable, transparent and representative multilateral system.

“The continued exclusion and underrepresentation of Africa in the Security Council must be addressed through meaningful and timely reform,” Kasolo said.

He reaffirmed Uganda’s commitment to working with other African Union member states and international partners to push for reforms that better reflect Africa’s interests and strengthen international peace and security.

“Africa’s voice must be heard, its interests represented, and its place in global governance secured,” Kasolo said.
