Uganda’s ambassador to South Sudan, Brig Ronnie Balya has described the deceased former Internal Security Organisation(ISO) director general, Brig Charles Oluka as one whose legacy will live on for generations to come.

Brig Oluka died from Sseguku hospital where he was rushed on Wednesday evening.

In his condolence message, Brig Balya said he worked with Brig Oluka served under him when he was the ISO boss between 2010 and 2017 as director technical operations and later as Director Security.

“ I found him ideologically and professionally well-grounded. While the death of Gen. Ohika inflicts a lot of pain on us. we are comforted by the fond memories and his great contribution to our country,” Brig Balya said.

He said revolutionaries / generals never die, they fade away, meaning – their contributions persist in memory and history even as they retire or die.

“ Because their brilliant ideas and actions (shining examples) continue to inspire, influence. and guide many people for a long time. In terms of conduct and performance. The late Charles has lived his years well. He has left a  good legacy for the current and future generations to protect and emulate.”

Brig Oluka has been hailed for changing the face of Internal Security Organisation in the four years he has been in office since replacing, Col Kaka Bagyenda in 2020.

His body will be laid to rest on Sunday, February,2, 2025, at 10:00 AM in Ousia, Apapai, Kalaki District.
