A Kampala Capital City Authority (KCCA) enforcement officer has been charged with rape and remanded to Luzira Prison pending further proceedings.
Ismail Osena, 36, a resident of Salaama Road in Makindye Division, was on Tuesday afternoon arraigned before Grade One Magistrate Jalia Basajjabalaba and charged with rape, contrary to Sections 110 and 111 of the Penal Code Act.
Prosecution, led by Diane Hope Masawi, told court that on September 22, 2026, at ABC2 New View Guest House in Kampala, Osena allegedly had unlawful carnal knowledge of a woman without her consent.
Osena was not allowed to plead to the charge because rape is a capital offence triable by the High Court.
Another one remanded over cyber harassment
In a separate case that appears to be linked to the same incident, another KCCA enforcement officer was charged with cyber harassment.
Julius Mukisa, 21, was charged with cyber harassment contrary to Section 25(1), (2)(a) of the Computer Misuse Act.

Prosecution told court that between September 23 and 27, 2026, at various places, Mukisa allegedly used a computer, through WhatsApp and telephone number 0748910042, to send messages and make requests, suggestions or proposals that were obscene and indecent to the victim.
Mukisa denied the charge.
The State prosecutor told court that investigations into the matter were still ongoing.
Magistrate Basajjabalaba remanded both accused to Luzira Prison until October 19, 2026, when they are expected to return to court.
