The acting Town Clerk of Luwa Town Council in Namisindwa District, Samuel Kurobe, has been remanded to prison after being charged with alleged abuse of office in connection with the purchase of land meant for the construction of council administrative offices.
Kurobe was arraigned before the Anti-Corruption Division of the High Court on Friday by the State House Anti-Corruption Unit, working jointly with the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID).
He was remanded until August 13, 2026, as investigations into the alleged irregular land transaction continue.
Prosecution alleges that Namisindwa District Local Government allocated Shs150 million to Luwa Town Council for the purchase of land and construction of administrative offices.
According to investigators, Shs40 million was reportedly spent on acquiring land in Kungu Cell, Bunambobi Ward, Luwa Town Council.
However, the prosecution alleges that the land was acquired without following the required procurement procedures and without obtaining an official valuation to establish its actual value.
Investigations allegedly established that the land was purchased for Shs12 million, contrary to a sale agreement indicating that Shs40 million had been paid for it.
The State alleges that the sale agreement was forged to reflect the higher purchase price, resulting in an alleged Shs28 million discrepancy.
Kurobe, who is employed by Namisindwa District Local Government as a Senior Assistant Secretary and was assigned duties as Acting Town Clerk of Luwa Town Council, is accused of abusing his office in relation to the transaction.
The charges are part of ongoing investigations into alleged corruption and abuse of public resources in local governments.
His arrest and subsequent arraignment follow the “Expose the Corrupt” national campaign spearheaded by Local Government Minister Balaam Barugahara, aimed at strengthening accountability and combating corruption in local governments.
