Police in Nsangi have arrested the director of Pamville Schools along Masaka Road for allegedly confining two pupils at the institution for several days without food or water over unpaid school fees.
Kampala Metropolitan Police spokesperson SSP Patrick Onyango identified the suspect as Ntalo Pamella, 46, who was apprehended alongside two teachers on August 9, 2025, when the school closed for holidays.
“Preliminary investigations indicate that the suspect refused to release the pupils, demanding that their parents first clear a school fees balance of Shs 1.5 million,” Onyango said.
Police reported that the parents pleaded with the school management to release the children, promising to settle the fees before the next term. However, the suspect allegedly demanded an additional Shs 20,000 per child for each day they remained at school.
When the matter was reported to the Child and Family Protection Unit in Nsangi, officers intervened but the director is said to have still declined to release the pupils. Police then stormed the school, rescued the children, and arrested the director together with two teachers who allegedly obstructed the operation.
A case of unlawful confinement has since been registered. Statements are being recorded as investigations continue.
