The Anti-Corruption Court has granted Uganda’s Consul General in Mombasa, Kenya, Ambassador Herbert Kiguli, a cash bail of Shs10 million after he presented substantial sureties.
The court also ordered Kiguli’s sureties to sign a non-cash bond of Shs300 million and ensure that he returns to court on November 11, 2026, when the case will come up for mention.
The 59-year-old diplomat was arrested by the Inspectorate of Government on October 5 and remanded to Luzira Prison over allegations of causing a financial loss of Shs494 million to the government.
Kiguli, who previously served as Commissioner for Human Resource Management at the Ministry of Agriculture, Animal Industry and Fisheries in Entebbe, appeared before the Anti-Corruption Court and was charged with causing financial loss and abuse of office.
Prosecution alleges that between November 9 and 10, 2020, while serving as Commissioner for Human Resource Management, Kiguli irregularly and arbitrarily originated and signed five requisitions totalling Shs614.8 million on behalf of the Principal of Bukalasa Agricultural College.
The prosecution further alleges that Kiguli knew or had reason to believe that his actions would cause financial loss to the government.
According to the prosecution, the transactions resulted in a financial loss of Shs494 million and were prejudicial to the interests of the Government of Uganda, his employer at the time.
Kiguli has denied the allegations.
He will return to the Anti-Corruption Court on November 11, 2026, for mention of the case.
