President Yoweri Museveni has announced a new proposed Cabinet for the 2026–2031 term, making several notable changes across key ministries.

The appointments were made under powers vested in the President by Articles 108, 108A, 111, 113, and 114 of the 1995 Constitution.

Among the major changes, Matia Kasaija, who served as Minister of Finance, Planning and Economic Development, has been dropped and replaced by Henry Musasizi.

Ruth Nankabirwa, the former Minister of Energy and Mineral Development, has also been dropped from Cabinet, although the President indicated she could be considered for a Presidential Advisor role.

Evelyn Anite, who has been serving as State Minister for Investment and Privatization under the Finance Ministry, has also been left out of the new Cabinet.

Similarly, Attorney General Kiryowa Kiwanuka has been replaced by Sam Mayanja, the former State Minister for Lands.

Moses Ali has also been replaced as Second Deputy Prime Minister by Dr. Crispus Walter Kiyonga.

President Museveni retained Jessica Alupo as Vice President and Robinah Nabbanja as Prime Minister and Leader of Government Business.

  • Dr. Crispus Walter Kiyonga – Second Deputy Prime Minister and Deputy Leader of Government Business

Kampala Capital City and Metropolitan Affairs

  • Minsa Kabanda – Minister for Kampala Capital City and Metropolitan Affairs

Office of the Prime Minister

  • Eng. Hillary Onek – Minister for General Duties
  • Sam Engola – Minister for Relief, Disaster Preparedness and Refugees

Government Leadership

  • Justine Kasule Lumumba – Government Chief Whip

Karamoja Affairs

  • Lokii John Baptist – Minister for Karamoja Affairs

Agriculture, Animal Industry and Fisheries

  • Frank Tumwebaze – Minister of Agriculture, Animal Industry and Fisheries

Attorney General

  • Sam Mayanja – Attorney General

  • Dr. Monica Musenero – Minister of Energy and Mineral Development

Foreign Affairs

  • Adonia Ayebare – Minister of Foreign Affairs

Gender, Labour and Social Development

Health

  • Dr. Chris Baryomunsi – Minister of Health

ICT and National Guidance

  • Jane Ruth Aceng Ocero – Minister of Information, Communications Technology and National Guidance

Internal Affairs

  • Prof. Ephraim Kamuntu – Minister of Internal Affairs

Justice and Constitutional Affairs

  • Norbert Mao – Minister of Justice and Constitutional Affairs

Lands, Housing and Urban Development

  • Judith Nabakooba – Minister of Lands, Housing and Urban Development

Local Government

  • Balaam Barugahara – Minister of Local Government

Public Service

  • Gen. Katumba Wamala – Minister of Public Service

Tourism, Wildlife and Antiquities

  • Tom Butime – Minister of Tourism, Wildlife and Antiquities

Trade, Industry and Cooperatives

  • Sanjay Tanna – Minister of Trade, Industry and Cooperatives

Water and Environment

  • Maj. Gen. Kahinda Otafiire – Minister of Water and Environment

Works and Transport

  • Byamukama Fred – Minister of Works and Transport

The President also announced Ministers of State and Senior Presidential Advisors, with appointments spanning sectors including education, health, agriculture, gender, and foreign affairs.
