Four people, including three officials attached to the Kampala Capital City Authority (KCCA) Ministry Zonal Office, have been remanded to prison over allegations of fraudulently obtaining and transferring a land title for property in Munyonyo, Kampala, without the registered owner’s knowledge or consent.

The accused are Charles Jude Wasswa, a Principal Assistant Secretary; Ronah Agaba, a Government Valuer; Esther Achom, a Data Entry Clerk; and John Kizito, a land dealer.

They appeared before the Anti-Corruption Court on Thursday and were remanded until October 29, 2026, on charges including abuse of office, criminal conspiracy, forgery and fraudulent procurement of a certificate of title.

Prosecution alleges that in 2024, the four conspired to abuse their respective positions to facilitate the irregular acquisition of a special certificate of title and the subsequent transfer of land comprised in Kyadondo Block 255, Plot 532, Munyonyo, Kampala District.

The land measures approximately 0.2020 hectares and is reportedly owned by James Mulebeke, who has been its registered proprietor since 2011.

According to the State House Anti-Corruption Unit, which worked with the Criminal Investigations Directorate and the Office of the Director of Public Prosecutions, investigations established that Kizito allegedly initiated the fraudulent acquisition by submitting documents to facilitate the processing of a special certificate of title without Mulebeke’s knowledge or consent.

The documents were allegedly received by Achom, who forwarded them to Wasswa for processing, even though the transaction documents had not been officially received at the KCCA Ministry Zonal Office.

Prosecution further alleges that the application for the special certificate of title was supported by forged documents.

Wasswa is accused of using his position to influence Madinah Nabukeera, a Registrar of Titles at the KCCA Ministry Zonal Office, to issue the special certificate without requiring the registered proprietor to appear for identification.

Investigators allege that Nabukeera subsequently approved the transfer of the land to Kizito without the registered proprietor appearing in person and without verifying the authenticity of the national identity card, stamp duty payment receipts and registration fee receipts.

Agaba is accused of valuing the land at Shs 200 million, despite its prevailing market value reportedly being estimated at more than Shs 600 million.

Investigations further established that Government Valuer Jude Tadeo Mulindwa processed the transaction without payment of the required stamp duty.

The prosecution alleges that the actions of the accused formed part of a criminal conspiracy that resulted in the irregular issuance of a special certificate of title and the fraudulent transfer of the property, thereby prejudicing the interests of its rightful owner.

The Anti-Corruption Court has also issued criminal summons for Hamida Nabukeera and Jude Tadeo Mulindwa to appear before court in connection with the matter.

The four accused will remain on remand until October 29, 2026, when they are expected to return to court.
