The Ministry of Works and Transport, in collaboration with the Uganda Police Force, has introduced an upgraded Express Penalty System (EPS Auto) under the Intelligent Transport Monitoring System (ITMS) initiative.
The newly launched EPS Auto is designed to automate the detection and penalization of common traffic violations such as over-speeding and running red lights.
By enabling real-time monitoring, the system promises to enhance enforcement efficiency while promoting safer driving habits across the country.
Under this arrangement, CCTV cameras on the roads will automatically issue EPS tickets to traffic offenders.
The ministry described the innovation as a key step in Uganda’s digital transformation journey, especially in the area of transport safety and crime prevention.
According to the ministry, EPS Auto will not only encourage adherence to traffic regulations but also save lives by deterring reckless behavior on the road.
The rollout has already begun with stakeholder engagement sessions, particularly targeting boda boda operators in Kampala.
Leaders from various boda boda associations have expressed support for the initiative, emphasizing the need for ongoing education and sensitization to ensure full understanding and cooperation from riders.
Given the significant role boda boda riders play in urban transportation, their inclusion in the system is considered crucial to improving road discipline and compliance.
Authorities also highlighted the broader impact of EPS Auto, noting its potential to aid in crime detection and prevention.
The system’s integrated surveillance capabilities will allow for tracking of repeated offenses and identification of violators, strengthening national efforts to maintain order on the roads.
Unlike the previous manual system which required officers to physically stop offenders and issue tickets, often drawing criticism over bribery concerns EPS auto offers a more transparent, efficient, and tamper-proof solution.
The Ministry of Works and Transport has called on all road users to welcome the innovation and stay informed as the country prepares for the official launch.
Public awareness campaigns are ongoing to support the transition and ensure widespread adoption.
Government is currently installing traffic lights in several junctions in the city and repairing those that had malfunctioned and will also be installed with CCTV cameras as one of the ways to automate the issuance of EPS tickets for traffic offenders.
