The General Court Martial in Makindye has further remanded former CMI chief, Maj Gen James Mugabe Birungi until September 24, 2026, after his sureties failed to appear in court to stand for him as he pursued bail.
Birungi was on Monday, September 21, 2026, remanded to the Makindye Military Police barracks detention facility for the continuation of his bail application hearing.
The two-star general has been appearing before the court in connection with charges arising from allegations that fabricated intelligence reports were used to fraudulently obtain operational funds.
Birungi, who previously served as Chief of Military Intelligence, was arrested in August 2025 and arraigned alongside several other Uganda People’s Defence Forces (UPDF) officers.
The alleged fabricated intelligence has also been linked to security operations in which civilians were allegedly shot and presented as suspected suicide bombers, including incidents at Kalerwe Market and near the Catholic Shrine in Munyonyo during the Martyrs’ Day celebrations.
The General Court Martial, chaired by Brig Gen Richard Tukachungurwa, will resume Birungi’s bail hearing on September 24, when his sureties are expected to appear before the court.
Birungi remains in military custody pending the determination of his bail application.
