The Minister for ICT and National Guidance, Dr.Chris Baryomunsi has said President Museveni did the right thing to sack KCCA Executive Director, Dorothy Kisaka and her deputy over the Kiteezi tragedy.
“The president found the top technical leadership at KCCA had become negligent in many ways. Where were they for Kiteezi to reach that extent of even killing people? That is the question they need to explain,” Dr.Baryomunsi said.
The president also fired the KCCA director for public health, Dr. Daniel Okello.
He also ordered the Criminal Investigations Directorate to investigate the trio for any criminal negligence, before coming up with charges.
Last month, the then Kasangati RDC Frank Kyazze said there was sheer negligence on the side of authorities that he said caused the Kiteezi landfill tragedy.
“This was not an accident. This was sheer negligence and someone must be held accountable for it,” Kyazze said, indirectly pointing to KCCA.
In his Tuesday sacking orders, President Museveni said owing to an investigation by the IGG, there was so much negligence by the top leadership at KCCA’s technical wing.
He said these had to be fired.
Commenting about these developments, Minister Baryomunsi insisted that President Museveni was right to take that “bold decision” to sack Kisaka and her deputy.
“Definitely, nobody expected the president to give red carpet to KCCA officials when people have died and these are deaths which would have been prevented if our team at KCCA had done their job. This is therefore a wakeup call for all public officials with responsibility to serve Ugandans that we must do our work and very well,” Baryomunsi said.
He asked the president to extend this “bold action” to other sectors of government where “there is always laziness, lack of seriousness, impunity in the way we do government work.”
“ He should not only stop at KCCA but should examine how different departments of government work and where people are found lacking , action should be taken so that we continue to take our jobs extremely seriously.”
