Two senior police officers have been slapped with criminal charges by the Directorate of Public Prosecutions (DPP) over alleged abuse of office linked to irregular recruitments that occurred more than ten years ago.
Commissioner of Human Resource Management Mugume Eldard, 58, and Human Resource Officer Waidha Lillian, 37, are accused of unlawfully recruiting six individuals as Inspectors of Police between February and March 2013.
Prosecutors claim the appointments bypassed standard recruitment procedures, violating both internal regulations and the Anti-Corruption Act.
The six recruits named in the charges are Namulinda Lizzie, Namukasa Aisha, Birungi Lilly, Ekyoheirwe Jasper, Amumpaire Eva, and Kainembabazi Pearl.
Each appointment is treated as a separate offense, totaling six counts of abuse of office under Section 10(1) of the Anti-Corruption Act, Cap 116.
According to the prosecution, the officers allegedly leveraged their positions to effect the appointments in a manner that was “arbitrary and prejudicial” to the interests of the Uganda Police Force.
Under Ugandan law, abuse of office encompasses acts by public officials that undermine the interests of their employer or the public.
The charges were formally sanctioned by DPP Jane Frances Abodo, clearing the way for court proceedings.
The accused were remanded to prison following their initial appearance, with a bail application hearing scheduled before the Chief Magistrates Court on 2nd September.
