President Museveni and First Lady Janet Museveni on Thursday drew one of the most energized crowds of the current campaign season as they rallied the people of Ntungamo to back the NRM party in the forthcoming elections.

Supporters filled the venue long before the event began, with loud cheers and ululations erupting each time the two leaders took the stage.

Addressing the visibly excited gathering, President Museveni outlined what he described as the core contributions of the NRM to Uganda’s progress, starting with peace.

“The first contribution of NRM to Uganda is peace, and I want to thank God for that. Uganda doesn’t have any war. God has used NRM to bring peace to Uganda,” Museveni said, prompting thunderous applause from the crowd.

He added that development remained central to the government’s agenda, citing the tarmacked road from Kampala through Ntungamo to Kabale.

Museveni promised further road upgrades, including the pothole-ridden Ntungamo–Rukungiri road, and blamed technical officers for poor maintenance. He also confirmed that the Kikagate–Kitwe–Mirama Hills road would be worked on.

On health services, the President detailed existing facilities in the district — one hospital, four Health Centre IVs and 23 Health Centre IIIs — noting that six sub-counties still lack a health facility.

He announced several upgrades from Health Centre II to III and the construction of a new Health Centre III in Nyekyera Sub-County. The announcements sparked fresh waves of excitement among the supporters.

Wealth creation message

Museveni revisited his long-standing message on household wealth creation, which he said dates back to the 1960s. While development was important, he argued that family wealth remained more transformative.

“Yes, development is good, but homestead wealth is more crucial,” he said, giving an example of a farmer in Ngoma who has prospered despite living over 70 miles from the nearest tarmac road. Museveni again encouraged families to adopt the four-acre model to secure economic independence.

Janet Museveni calls for 99% support

In her speech, the First Lady gave a detailed account of Ntungamo’s administrative journey since its creation in 1993.

She noted that the district has grown to five constituencies, 34 sub-counties, 135 parishes and 1,333 villages — a structure she said remained intact partly because of President Museveni’s guidance against unnecessary fragmentation.

Mrs. Museveni reported that Ntungamo’s population had increased by 45.5% since 2000, rising from 380,000 to 553,000. This growth, she said, stemmed from peace and improved social services.

She highlighted government investments under wealth-creation initiatives such as the PDM, Emyooga, Youth Livelihood Programme, the Special Enterprise Grant and the Special Grant for Persons with Disabilities.

She revealed that Ntungamo’s 129 parishes have collectively received Shs46 billion under the PDM, with Shs38.7 billion already reaching 38,693 households. Ntungamo Municipality, she added, had received Shs2.1 billion, with Shs1.8 billion disbursed to 1,801 households.

Addressing the enthusiastic crowd, Mrs. Museveni expressed gratitude for the massive turnout.
“I appreciate people of Ntungamo who have come in large numbers to welcome our President,” she said.

Looking ahead to the January 15, 2026 elections, she urged households to intensify mobilisation and deliver overwhelming support.

“We should aim at 99% this time for the presidential candidate… Please hear me out and we get 99% this time round,” she said.
