The Anti-Corruption Court has remanded four senior officials from Kalungu District Local Government to Luzira Prison over allegations of causing a financial loss of more than Shs 531 million in funds earmarked for the renovation of schools in the district.
The officials include Rose Nalumansi, the interdicted Chief Administrative Officer (CAO); Ismail Biggwa Twaha, the Chief Finance Officer (CFO); Sylvia Grace Nakanwagi, the District Education Officer (DEO); and James Muhangi, the Acting District Engineer.
The four appeared before Chief Magistrate Peter Lochomin at the Anti-Corruption Court in Kampala, where they were charged with causing financial loss, embezzlement, abuse of office, money laundering, and neglect of duty.
Court heard that during the 2024/2025 financial year, the accused, while serving in their respective capacities, allegedly failed to effectively supervise, verify, and monitor the renovation of selected schools under Kalungu District Local Government.
Prosecution alleges that the officials either knew or had reason to believe that their failure to carry out their duties would result in financial loss to the government. Investigators contend that their actions and omissions led to a loss of Shs 531,596,368 intended for school renovation projects.
The officials were arrested following investigations conducted by the Inspectorate of Government (IGG), which has been probing the alleged misuse of public funds allocated to education infrastructure in the district.
Chief Magistrate Lochomin remanded the accused to Luzira Prison until July 10, 2026, when they are expected to return to court for mention of the case.
The IGG said the prosecution reflects its ongoing efforts to combat corruption, strengthen accountability in public institutions, and protect public resources from abuse.
