Police have arrested one of their officers who allegedly shot dead a boda boda rider during the National Cleaning Day exercise in Ndejje, within Katwe Police Division.
The incident occurred at about 7:30 a.m. on Saturday, August 29, 2026, at Ndejje Kanaaba.
According to Police spokesperson Kituuma Rusoke, officers from Ndejje Police Station had been deployed to provide security during the community cleaning exercise when the incident occurred.
“Preliminary information indicates that police officers from Ndejje Police Station had been deployed to provide security during the National Cleaning Day community exercise in the area,” Rusoke said.
Rusoke said the deceased was allegedly attempting to force his way through a secured area while riding his motorcycle.
“In circumstances that are now under investigation, the rider was allegedly shot by Police Constable Allan Okello, a police officer attached to Ndejje Police Station,” he said.
Police Constable Okello has since been arrested as investigations continue to establish the circumstances under which he discharged his firearm, resulting in the rider’s death.
The deceased has been preliminarily identified as Kizito Ronald Jjuuko, 38. Police said his identity was established using a National Identification Card.
Rusoke said investigations are underway to establish what happened before the shooting and whether the force used by the officer was justified under the circumstances.
“The Uganda Police Force expresses its condolences to the family, relatives and friends of the deceased,” Rusoke said.
He stressed that although police officers are legally mandated to maintain public order and protect life and property, the use of force must remain within the confines of the law.
“Any use of force must be lawful, necessary, proportionate, and strictly guided by the law, established police operational procedures, and the prevailing circumstances,” Rusoke said.
The shooting occurred during Uganda’s second National Cleaning Day since the government launched the monthly programme in July 2026.
Government designated the last Saturday of every month as National Cleaning Day, with the exercise running from 7:00 a.m. to 10:00 a.m.
Everyone is expected to participate in the cleaning exercise and during the stipulated time, boda bodas, vehicles and pedestrians are not allowed to move until the exercise is done.
