President Yoweri Museveni has in accordance with Article 121 of the Constitution of the Republic of Uganda, granted pardon to 130 convicted minor offenders.

“The pardon was granted on public health and humanitarian grounds. All the pardoned prisoners have since been released,” Prisons spokesperson, Frank Baine said on Tuesday.

In 2022, the president pardoned 79 prisoners in exercise of the power vest in him under Article 121(1) (a) of the Constitution .

In 2020, amidst the COVID-19 pandemic, Museveni pardoned 833 prisoners as part of efforts to reduce overcrowding in the country’s prisons, which posed a public health risk. The mass pardon was seen as a preventive measure against the spread of the virus in detention facilities.

Last year, 200 prisoners were granted pardon; however, over 1,600 inmates, out of a list of 1,800 submitted for consideration, did not receive clemency.
