The Electoral Commission (EC) has released a detailed roadmap for the long-awaited Village (LC I) Chairperson elections, Parish (LC II) Chairperson elections, and Women Councils and Committees elections, setting 28 July 2026 as the nationwide polling date for village leadership elections.
The announcement was made by Electoral Commission Chairperson Justice Simon Byabakama, who said the electoral process will begin in early July with voter registration and proceed through several phases across the country.
“We know that this programme has been long awaited, and we want to thank and appreciate the people of Uganda for the patience you have exhibited up to now,” Byabakama said.
He said Government funding had enabled the Commission to finally roll out the electoral programme.
“With Government having provided the Electoral Commission with the much-needed funds, the Commission is able to announce today the programme for conducting these important elections,” he said.
According to the Commission, voter registration for the LC I elections will take place from 6 to 10 July 2026, covering all 71,214 villages across Uganda. Residents will be registered in both the general village council register and the Women’s Council register.
The EC said the registration exercise will be conducted at village level, free of charge, and will be open to all eligible citizens aged 18 years and above who are ordinarily residents of their respective villages.
The display of voter registers will follow on 13 and 14 July 2026, allowing residents to verify their details and raise objections over inaccuracies, including the inclusion of non-residents, underage persons and non-citizens.
For Women Councils, nominations will be conducted from 15 to 19 July, followed by campaigns from 20 to 22 July, with polling scheduled for 23 July 2026 using the traditional lining-up voting method.
For LC I Chairperson elections, campaigns will run from 20 to 27 July, with candidates required to campaign only within their villages of residence.
Polling for LC I Chairpersons will be held on Tuesday, 28 July 2026, with each village serving as a polling station.
“Polling for the election of Village (LC I) Chairperson will take place on Tuesday, 28th July 2026, in the 71,214 villages where the position is contested throughout Uganda,” Byabakama said.
The Commission also outlined the structure of LC I leadership, noting that each village will elect an 11-member executive committee comprising representatives responsible for key areas including security, finance, youth, women, production and vulnerable groups.
At the parish level, the EC has set 10 August 2026 as the polling date for Parish (LC II) Chairpersons, following nominations and campaigns scheduled for early August.
Justice Byabakama urged political actors, institutions and citizens to prepare for the elections and comply with the established guidelines, saying adherence will be key to ensuring a smooth electoral process from village to parish level.
“The Commission urges all Ugandans to participate in this electoral programme and to do so in accordance with the guidelines for each activity. This will ensure a smooth electoral exercise,” he said.
