A total of 30 suspects, including five headteachers and a District Inspector of Schools, appeared before the Chief Magistrate’s Court in Mengo on Tuesday and charged with aiding and abetting examination malpractice during the 2025 Primary Leaving Examination (PLE).
The suspects, drawn from Kampala, Wakiso, Kassanda, Mubende, Mukono, Masaka, Luwere, and Mityana districts, allegedly tampered with UNEB examination materials delivered to examination centres.
According to the Uganda National Examinations Board (UNEB), the suspects reportedly cut examination papers, took pictures, and circulated them online.
Eight of the suspects, including the District Inspector of Schools, were remanded by the court and will reappear on November 26th for mention.
On November 13th, nine other suspects had appeared before the Chief Magistrate, three of whom pleaded guilty and are set for sentencing on November 26th. The remaining six will also appear for bail applications.
Commenting on the matter, Jennifer Kalule-Musamba, UNEB Principal Public Relations Officer, said, “A person who aids, abets, induces, or incites another person to do or does an act in a manner that facilitates the commission of an offence under the UNEB Act, CAP 259, commits an offence and is liable, on conviction, to the prescribed penalty. UNEB remains committed to safeguarding the integrity of our examinations and will continue to work with law enforcement to ensure that offenders are brought to justice.”
This crackdown comes as part of UNEB’s ongoing efforts to curb examination malpractice and uphold the credibility of national assessments.
