Ahead of the forthcoming season, FUFA has enforced its licensing requirements more stringently than before, leaving a number of clubs having to scramble after they were found to fall short of the standards required to operate under FUFA rules.
In particular, Lugogo Stadium was not up to the standards demanded of a venue by the Federation, forcing clubs to look for other options and work to improve their stadium. Furthermore, several clubs missed out on being awarded Uganda Premier League licenses until further criteria are met.
Club licensing: More than just football
FUFA’s stricter enforcement of club licensing requirements are designed to ensure that all premier clubs in Uganda rise to the ocassion and boost the national profile. To set the stage for international play, these clubs must meet at least the minimum standards both on the pitch and off it including:
- Stadium standards
- Administration
- Youth development
- Legal compliance
- Financial controls
As well as affecting which clubs can use certain stadiums, FUFA’s licensing requirements also determine which clubs can participate in the Uganda Premier League and, if eligible, CAF competitions. The stricter enforcement of these standards is in line with CAF’s objective of continuing to professionalize football across the continent.
Several clubs have been affected by the decisions made by FUFA and now must find a way to comply with their requirements before the season starts.
Clubs forced to find solutions
Uganda’s most decorated club was among those who failed to receive their Uganda Premier League licenses immediately. Express will now have to continue working with FUFA to ensure they meet the necessary standards before their license is awarded. This includes finding a solution to the stadium problem that has affected not just Express, but several Ugandan clubs.
The decisions made by FUFA will not stop clubs from participating in the upcoming Uganda Premier League. Instead, they will help ensure that standards continue to be raised across Ugandan football by forcing clubs to comply with professional standards.
Lugogo’s setback sparks fresh debate
Lugogo Stadium’s failure to meet licensing requirements has cast a spotlight on stadium standards in Uganda. One of Uganda’s most well-known and popular stadiums, Lugogo has been used to host league matches and has served as a home ground for several clubs in Uganda. When a stadium of Lugogo’s stature receives yet another setback in its redevelopment, it forces clubs who use the ground to look elsewhere or improve the facilities.
Africa as a whole is facing this issue, as clubs are required not only to have quality pitches, but also to meet certain standards when it comes to safety regulations, as well as media and operational facilities.
Raising the standard of the Uganda Premier League
Ugandan clubs and fans may be frustrated with having to deal with stringent licensing requirements, but these measures are being put in place for a reason.
FUFA has started to recognize that for Ugandan clubs to progress and challenge on the continent, they need to improve their administration and infrastructure. This not only allows clubs to run more professional organizations, but it attracts better commercial opportunities, improves the matchday experience for fans, and allows clubs to better implement youth development structures.
As CAF cracks down on operational standards for their competitions, it is more important than ever that African leagues have stringent licensing processes in place. By improving the standard off the pitch through better administration, Uganda will only benefit as they continue to grow as a league.
