A customer has run to the National Lotteries and Gaming Regulation Board to file complaint against Golden Tripod Casino located at Grand Imperial Hotel in Kampala for allegedly abducting and torturing him for demanding a shs160.8 million he had won.
Through his lawyers of Kibazo Associated Advocates, Wei Xiang says he lawfully participated in a gaming activity at Golden Tripod Casino and legitimately won Shs160.8 million on July, 15, 2025.
He says upon claiming his winnings, he was only paid Shs20.8 million and was informed by the casino management to return the following day to collect the outstanding balance of Shs140 million
“Shockingly on July,16, 2025, when Wei Xiang returned to the Casino premises to receive his balance, he was abducted by members of the casino management, unlawfully detained in a room within the facility, physically assaulted, tortured and deprived of his personal liberty,” the lawyers’ complaint reads in parts.
The lawyers explain that their client was only saved by good Samaritans who notified the police at Kampala Central Police Station commanders who raided the Grand Imperial Hotel which houses the Casino and rescued the complaint.
The lawyer says he received a telephone call from Xiang’s relative pleading for his help explaining that Xiang has been abducted at the Casino and was being tortured by the Casino management who told him to go back and pick his balance.
He narrates how police officers at Kampala Central Police Station saved his client and together with him and other relatives found him detained in one of the rooms being tortured, the suspect found torturing him where arrested but later released on the police bond.
They insist that the actions of the casino management amount to a gross violation of the law, breach of public trust, criminal conduct and blatant contravention of the Uganda Lotteries and Gaming Act.
Summons
Consequently, the National Lotteries and Gaming Regulation Board has summoned the Managing Director of Golden Tripod Uganda Limited, to answer the allegations of abducting, torture filed by their customer .
According to a letter dated July 23, the managing director is expected to appear before the board and defend himself against the allegations on July, 29 , 2025 and the complaint Wei Xiang is also supposed to attend the meeting.
“ Under Section 4(m) of the Lotteries and Gaming Act, Cap 334, the Board is mandated to receive, investigate and arbitrate complaints relating to Lotteries, Gaming Betting and Cassino and take appropriate actions. The purpose of this letter is to notify you that you are required to file a response to the allegations by 25, July 2025 and invite you for a mediation meeting on 29, of July 2025” Ngabirano’s letter read in parts.
