The Minister for Presidency, Milly Babalanda has been petitioned over the appointment of Yiga Kisakyamukama as assistant Resident District Commissioner for Gomba despite an earlier incident in which he was filmed undressing on camera.
Kisakyamukama was in 2021 filmed undressing on camera in an incident which was condemned by the public.
In an April, 25 letter, Timothy Muwonge, the Buganda Legal Advisor for Gomba says the appointment of Kisakyamukama is not worthy it since the 2021 incident .
“We believe that the individual in question is not suitable to represent the President of the Republic of Uganda in such a role. His appointment is viewed as disrespect to the people of Gomba. This is due to a 2021 incident where he behaved inappropriately in public. He posted a video in which he undressed and made abusive, discriminatory, and demeaning statements against the Kingdom of Buganda. This was seen as a sign of disrespect towards Kabaka of Buganda, his subjects and the country at large,” Muwonge said.
He explained that the inappropriate and disgraceful actions of Kisakyamukama demean the character and conduct of the people of Gomba and has since caused widespread public concern about his appointment for such a person with a questionable character to represent the president.
“This not only harms the image and reputation of the President of the Republic of Uganda, but also sets a poor precedent and harmful example for future generations.”
The petitioner has since asked the Minister for Presidency to withhold or put on hold Kisakyamukama’s appointment but also be referred to Butabika Hospital for a mental status evaluation.
The development comes a few days after the Speaker of Parliament asked the Minister for Presidency to provide all details including qualifications of all the RDCs, their deputies and assistant RDCs .
Speaker Among noted that whereas appointment of RDCs is enshrined in Article 203 of the Constitution, the Minister for Presidency ought to prove that due diligence is performed before their appointment.
“We need the qualifications of these RDCs. After you bring that, we will refer it to the Committee on Presidential Affairs,” she said.
