Parliament’s Presidential Affairs Committee has questioned the Shs9.964 billion allocated for donations under the Office of the Prime Minister in the 2026/27 financial year, saying the amount is too high at a time when government is operating under limited resources.
The concerns were raised by Alex Byarugaba, the Chairperson of the Presidential Affairs Committee and MP for Isingiro South, while presenting the committee report on the Ministerial Policy Statement for the Office of the Prime Minister.
Byarugaba told Parliament that the committee believes part of the money should be redirected to other pressing government priorities.
“The proposed allocation to donations in the FY 2026/27 is Shs9.964 billion. The Committee is of the opinion that the proposed allocation to donations of the Prime Minister is over and above what is optimal at this time of the constrained resource envelope,” Byarugaba said.
He added that the committee considers Shs8.964 billion sufficient for donation-related activities under the Prime Minister’s Office.
“The Committee recommends that Shs8.964 billion be appropriated for donations under the Office of the Prime Minister and Shs1 billion be re-allocated to other critical interventions within the same Ministry,” he stated.
The recommendation now awaits consideration during Parliament’s scrutiny of the national budget for the 2026/27 financial year.
