President Museveni has mounted a charm offensive for the people of Serere to vote him in the forthcoming elections.
Speaking during a campaign rally at Serere district headquarter grounds on Monday, the NRM presidential candidate said government will upgrade roads and health centres in the area in the forthcoming term, once elected.
“We have the money already available for Kumi- Ngora-Serere- Kagwara road. They are getting the contractor to do it. What is crucial in government is to get the money. When we have it, the rest is easy and that road will be done. The road from Lira to Soroti to Serere will also be done,” Museveni said.
He said after achieving peace, the NRM government has embarked on several infrastructural projects including roads, noting that a number of them have already been tarmacked, with more in the pipeline, as long as the money is available .
Museveni said government was able to push tarmac from Soroti to Lango up to Karamoja, noting that areas which currently don’t have tarmac will also get it.
Health centres
Museveni also mentioned health centres which he said are lined up for upgrading in Serere district in the forthcoming term of office.
He said two sub- counties in Serere have health centre IVs while 10 have health centre IIIs, adding that only three sub counties don’t have any health facility.
“In the coming kisanji(term) government is going to construct health centre IIIs in Kidetok Town Council, Kadungulu, and Ocaapa Sub-Counties.We are to upgrade one of the health centre IVs to a district hospital and upgrade Omagoro HCII in Kyere Sub-County to health centre III. We shall also construct new health centre IIIs in Kidetok Town Council, Kadungulu, and Ocaapa Sub-Counties,” he said.
On electricity, he said he was happy that all sub counties, save two in Serere have electricity, noting that the plan is to have the remaining two town councils of Oliyo and Kidetok also added onto the national grid.
In terms of clean water, he said a lot has been achieved, with 235 villages out of the 277, having borehole water, leaving only 42 villages without a clean water source .
Museveni was quick to say that government will ensure that the remaining villages also get.

He mentioned piped water systems including the Serere Town Council Piped Water supply and Sanitation Project piped water serving 25,967 people, Ocapa Town Water Supply and Sanitation Project serving 19,513 people, Kyere town Water Supply and Sanitation Project serving 29,897 people and Kasilo piped water system serving 4,025 people which have been constructed in urban centres of Serere.
He noted that there is ongoing construction in Agule Parish Parish, Kasilo Sub- and that once completed, the system will serve both domestic and institution needs.
“Government plans developing and construction of Kidetok Town Council, Kadungulu and Mugarama RGC piped water supply and sanitation system,” he said.
He said government has so far constructed the Ongor Small Scale Irrigation Project in Atira Sub-county, Opapa Irrigation Scheme in Kateta Sub-county serving 32 acres and Owiiny Valley Dam located in Bugondo Sub- County.
