The Uganda Communications Commission (UCC) has announced a nationwide enforcement operation targeting illegal public WiFi providers operating without regulatory approval.
The regulator said the move is aimed at ensuring all public internet service providers comply with national laws, protect consumers and safeguard the integrity of Uganda’s communications infrastructure.
UCC said some unlicensed operators have been installing telecommunications equipment to provide unauthorised WiFi hotspot services, warning that such operations could expose users to unreliable connectivity, data privacy breaches and cybersecurity threats.
“Unlicensed operators have been found installing telecommunications equipment to provide unauthorised Wi-Fi hotspot services, in contravention of this regulatory framework,” UCC said in a statement.
The Commission noted that offering public internet services requires a valid licence and compliance with quality standards, consumer protection requirements, cybersecurity regulations and other regulatory obligations.
“Licensing internet service providers is more than just permission to operate. It requires adherence to strict quality standards, safeguarding consumer information, providing customer support, and complying with cybersecurity regulations,” UCC said.
UCC said it will work with licensed Internet Service Providers (ISPs), telecommunications operators and relevant government agencies to identify and take action against illegal public WiFi operators.
The regulator said the enforcement initiative is intended to ensure that all public internet service providers operate within the established legal framework while maintaining standards of accountability, reliability and consumer protection.
UCC has urged individuals and businesses offering unauthorised public WiFi services to regularise their operations or discontinue the services.
Consumers have also been advised to use internet services provided by licensed operators or their authorised agents to guarantee secure and reliable connectivity.
The Commission said members of the public can verify whether an internet provider is licensed by checking the official list of licensed ISPs available on the UCC website.
People who encounter unauthorised public WiFi services have been encouraged to report them to UCC through the toll-free line 0800222777.
UCC said the enforcement exercise is part of broader efforts to promote a secure, affordable and reliable communications environment as Uganda advances its digital transformation agenda.
