Her appointment, which took effect on May 2, 2026, was announced by the Board of Directors after a directive from the Ministry of Energy that saw the substantive Managing Director, Paul Mwesigwa, sent on forced leave.
In a statement issued by the Board, the Interim Chairperson, Stella Marie Biwaga Cingtho, said the decision was part of ongoing governance adjustments within the company.
“The Board of Directors of Uganda Electricity Distribution Company Limited wishes to inform the general public, stakeholders, and partners of the recent governance and management changes at the Company. Effective 2nd May 2026, the Board has appointed Eng. Joselynne R Rwakakooko as Acting Managing Director of UEDCL,” she stated.

“She has a proven track record of leading institutional transformation, improving operational performance, and delivering sustainable growth within complex and evolving power sector environments,” the statement added.
Before her appointment, Eng. Rwakakooko served as the company’s Chief Commercial and Operations Officer.
The Board also commended Mwesigwa for his service during his tenure as Managing Director.
“The Board also extends its sincere appreciation to Mr. Paul Mwesigwa for his dedicated service to UEDCL over the years as Managing Director,” Cingtho said.
She reassured the public and stakeholders that the leadership transition will not affect the company’s operations.
“The Board wishes to reassure the public, partners, and all stakeholders that UEDCL remains stable and fully operational. This leadership transition will not disrupt ongoing operations,” she added.
UEDCL reaffirmed its commitment to delivering reliable electricity supply, guided by its core values of safety, customer experience, teamwork, integrity, and innovation.
