Four Kapchorwa Municipality officials have been charged and remanded over alleged negligence and conspiracy in the mismanagement of road maintenance projects worth shs 1 billion.
The suspects have been identified as Bob Cherop, the Acting Municipal Engineer; Alex Cherotich, the Assistant Engineering Officer; Silver Chekwurui Atebeni, also an Assistant Engineering Officer; and Patrick Kusuro, the Roads Inspector.
These officials were arraigned before the Kapchorwa Chief Magistrate’s Court on Wednesday in an operation conducted by the State House Anti-Corruption Unit working jointly with the Office of the Director of Public Prosecutions (ODPP) and the Criminal Investigations Directorate (CID).
They face charges of Neglect of Duty and Conspiracy to Commit a Felony, arising from their alleged mishandling and failure to supervise a series of road projects funded under the Road Maintenance Grant for the 2023/2024 and 2024/2025 financial years.
According to prosecutors, the municipality received its full allocation of shs1 billion, intended for the maintenance and improvement of several key roads.
However, investigations revealed that despite releasing full payments to contractors, the accused officers did not ensure that the approved works—particularly graveling and culvert installation—were executed.
The affected roads include:
Chebukat Road, Kapenguria–Upper Cheptui Bridge Road, Siron–Towut Road, Kapteret–Kaptul–Kabat Road, Kaptul–Kapnyikew Road, Munda–Kinyanga–Bulambuli Road, Chesikwa Road, Barawa Road, and Atar–Kamukes Road.
Authorities say that due to the officials’ alleged negligence, no road works were completed over the past two financial years, leaving the municipality with deteriorating road infrastructure and causing significant financial loss.
The four officials have been remanded until December 3, 2025, as investigations continue.
