Three men have been arrested for allegedly impersonating officers from the State House Anti-Corruption Unit (SHACU) in an attempt to extort money from Pastor David Fredrick Isanga of the Universal Apostles Fellowship Church of Righteousness in Jinja.
The suspects identified as Aggrey alias Kenneth Kenneth, Moses Isiko alias Moses Moses, and Herman Nuwagira falsely claimed to be investigators from the unit and told the pastor he was under investigation for dealing in fake U.S. dollars.
They allegedly demanded shs20 million to “close” the case.
Speaking at a press briefing in Kampala, Mr. Ochwo, the Deputy Head of SHACU, said the suspects contacted the pastor several times between September and October 2025.
“The fraudsters repeatedly summoned the pastor, claiming they could stop the investigation if he paid them shs20 million ,” Ochwo said.
Pastor Isanga, suspecting foul play, sent his church elder Dr. Michael Kyakula and lawyer Derrick Isabirye to meet the so-called investigators.
The meeting took place at Nommo Gallery in Nakasero, where the suspects repeated their demands.
On October 7, 2025, the suspects sent a forged summons letter asking the pastor to appear at SHACU offices in the Kingdom Kampala Building over a “Black Dollar scam.”
Acting on a tip from ISO, SHACU advised the pastor to attend the meeting, leading to the suspects’ arrest in the act.
A forged summons letter was recovered from their possession, and the trio is now under investigation for forgery, uttering false documents, and impersonation of public officials.
Ochwo commended the pastor for his vigilance, urging the public to be cautious of similar scams.

The pastor’s lawyer, Derrick Isabirye , praised SHACU for their swift action, saying the suspects had attempted to defraud his client of about shs130 million.“ Their arrest shows the effectiveness of SHACU in protecting the public from such criminals,” he added.
