The Uganda National Bureau of Standards (UNBS) has issued a stern warning to importers and clearing agents, cautioning that all imported goods covered under Compulsory Uganda Standards must undergo mandatory inspection and clearance. Any commodities that bypass this legal requirement will be impounded, and the responsible parties will face legal consequences.
In a statement released this week, UNBS reiterated its enforcement role under the Inspection and Clearance of Imports Regulations, 2022, which mandates that all goods falling under compulsory standards must be inspected and cleared with a UNBS Imports Clearance Certificate (ICC) prior to entry into the Ugandan market.
“All imported commodities covered by Compulsory Uganda Standards must be presented to UNBS inspectors at designated entry points for inspection and certification,” said Eng. James Kasigwa, Executive Director of UNBS.
He added that clearing agents have a legal obligation to ensure all applicable goods are submitted for inspection — including any that might not automatically appear in the ASYCUDA system.
UNBS emphasized that the inspection process is a critical safeguard to protect Ugandan consumers from substandard and potentially hazardous products, as well as to uphold environmental safety standards.
“Any imported commodities found to have bypassed the UNBS inspection and clearance process will be impounded, and both the importer and clearing agent will be dealt with in accordance with the law,” Eng. Kasigwa reiterated.
The bureau also acknowledged and appreciated the cooperation of stakeholders who are actively working to support compliance with mandatory import procedures.
“We appreciate the efforts of all concerned stakeholders in facilitating the business community to comply with these critical regulatory requirements,” he said.
The crackdown is part of broader efforts by UNBS to ensure the safety, quality, and environmental compliance of imported goods, reinforcing the bureau’s commitment to consumer protection and market integrity.
