The Electoral Commission has cautioned presidential aspirants against mobilizing large crowds during the nomination exercise for the 2026 elections, which is scheduled for Tuesday, and Wednesday.
“The Commission strongly warns aspirants from mobilizing supporters to accompany them to and from the nomination venue, as processions are not permitted during this exercise,” EC said in a statement on Sunday.
Justice Simon Byabakama Mugenyi, Chairperson of the Electoral Commission, stressed that the nomination process will be conducted under strict guidelines, running from 10:00 am to 4:00 pm on both days.
“An aspirant shall be allowed into the nomination venue accompanied by not more than twenty persons. They will also be permitted to use only two vehicles, each carrying a maximum of ten people, driver inclusive. Processions are strictly prohibited,” Byabakama warned.
He explained that the rules are intended to prevent unnecessary congestion and ensure order at the venue.
The Commission has already engaged the Uganda Police Force, which has issued traffic management plans for routes leading to the grounds. Security will be heightened throughout the exercise.
While issuing the caution, Byabakama also outlined the eligibility requirements for presidential aspirants.
“A person aspiring for nomination as Presidential Candidate shall be a citizen of Uganda by birth, a registered voter, of 18 years and above, and must present proof of minimum formal education of Advanced Level or its equivalent, among other requirements,” he said.
Aspirants are required to present certified nomination papers, proof of registration, three passport-size photographs, a certificate of compliance from the EC, and evidence of payment of a UGX 20 million non-refundable nomination fee.
Each aspirant must also be endorsed by at least 100 registered voters from not less than 98 districts.
For independent candidates, the selection of a symbol and appointment of an official agent are mandatory.
Aspirants are further advised to submit a proposed campaign schedule beginning September,29, 2025 to allow harmonization with the commission.
Byabakama emphasized that successful candidates will be declared duly nominated only after all documents are scrutinized.
“We call upon all aspirants, their agents and supporters to follow the guidelines. This will enable the Commission to conduct the exercise in an orderly, peaceful and safe manner,” he noted.
