The Chief Administrative Officer (CAO) and Chief Finance Officer (CFO) of Kamuli District have been charged before the Anti-Corruption Court over the alleged embezzlement of more than shs 600 million meant for road rehabilitation and maintenance.
The two officials , Nasser Mukiibi, the Kamuli District CAO, and Alex Kifuuse, the District CFO were on Monday afternoon arraigned by the State House Anti-Corruption Unit, working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
They face charges of abuse of office and causing financial loss.
According to prosecutors, between May and June 2025, the accused, while serving as accounting officers of Kamuli District Local Government, abused their authority by irregularly processing and approving payments amounting to over UGX 600 million for road works that were never carried out.
Court heard that the funds were fraudulently paid to various suppliers, including Raven Knights Ltd, Total Uganda Limited, and Mufumba Daniel, the district engineer, purportedly for supplies such as fuel, construction materials, diversion and traffic control signs, allowances, and other inputs for the rehabilitation of the Nawanyago–Kisozi Road.
Prosecution alleges that the payments were made despite the fact that the rehabilitation activities, which were budgeted for the Financial Year 2024/2025, were not implemented, yet the entire allocation was expended.
The accused are said to have acted in collusion with another suspect who is still at large.
The court remanded Mukiibi and Kifuuse until January 20, 2026, as investigations continue.
The case adds to a growing list of prosecutions targeting public officials accused of mismanaging government funds meant for critical infrastructure development.
