Lt. Gen. Proscovia Nalweyiso, the Senior Presidential Advisor on Defence and Security, has said that NUP president Bobi Wine was not hunted by security agencies.
Her remarks come after a video surfaced last week in which Bobi Wine announced that he was temporarily leaving Uganda, citing pressure from security forces.
Nalweyiso refuted claims saying the government had not declared Kyagulanyi a wanted person, dismissing suggestions that he had fled Uganda due to pressure from the state.
“I have never attended any meeting where Kyagulanyi was being discussed as a wanted person. He is free to leave the country and return,” she said during an interview on Sanyuka Television.
Nalweyiso noted that Ugandan citizens are free to travel as long as they are not being sought by authorities.
She noted that the country has several official exit points that people can use without restriction.
“Uganda has about six border points that can be used. Kyagulanyi left the country because no one was looking for him,” Nalweyiso said.
She also rejected claims that the leader of the National Unity Platform had been hiding, saying there was no security operation targeting him.
“kyagulanyi has been touring Uganda, and anyone can leave the country as long as they are not being actively pursued,” she added.
On Saturday, Bobi Wine announced that he had temporarily left Uganda after months of staying in undisclosed locations following the disputed January 2026 presidential election.
He said that his exit is primarily aimed at engaging with friends and allies around the world before returning to Uganda, but he did not reveal his destination.
