Two leaders of a Sacco in Kapchorwa District have been remanded to prison over allegations of stealing money meant for beneficiaries of the Parish Development Model (PDM).
The accused identified as Moses Siwa, the Chairperson of Tegeres West Division Sacco, and Sam Sorowon Kwurus, the Sacco Secretary, were on Thursday arraigned before the Kapchorwa Chief Magistrate’s Court on charges of theft and conspiracy to defraud.
According to the State House Anti-Corruption Unit, the suspects were jointly charged following investigations conducted together with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP).
Prosecution alleges that between September and October 2025, the two leaders, together with other suspects still at large, conspired to steal money from several beneficiaries of the Parish Development Model under the Tegeres West Division Sacco in Kapchorwa District.
Court heard that the money was intended to support local community members under the government poverty alleviation programme but was allegedly diverted through fraudulent means.
The accused appeared before the court and were remanded until May 14, 2026, when the case will come up again for mention.
The Parish Development Model is a government initiative aimed at improving household incomes and transitioning communities from subsistence to the money economy.
During the presidential campaigns, President Museveni warned against the misuse of Parish Development Model (PDM) funds and directed Resident District Commissioners (RDCs), CID and Anti-Corruption Unit to take tough action against individuals involved in swindling the money.
Since the directive was issued, several suspects accused of misusing or stealing PDM funds have been arrested, arraigned before courts of law, and charged in different parts of the country as government intensifies efforts to protect the programme meant to uplift poor households.
