Iganga Chief Magistrates Court on Monday remanded two Luuka District engineers and a head teacher over allegations of fuel theft and extortion, while a third engineer remains at large.
The accused—Rajab Musisi, Acting District Engineer, and Daniel Sengoba, Assistant Engineering Officer/Civil—appeared before the court facing charges of conspiracy to commit a felony and theft of fuel, following investigations by the State House Anti-Corruption Unit in collaboration with the ODPP and CID.
The court heard that the pair, along with Benard Kayeyera, another Assistant Engineer who is still on the run, misappropriated fuel valued at Shs 222,396,900 in the 2024–2025 financial year.
The fuel, provided under the Shs 1 billion Road Maintenance Grant, was intended for works on several district roads, including Busanda–Ikumbya, Busalamu–Waibuga, Ikumbya–Nantamali, Bukoova–Nawaka, and Kyanvuma–Wandago.
According to the prosecution, the engineers inflated fuel requirements for different road projects and diverted the excess for personal use or sold it to private individuals. They allegedly colluded with fuel station managers to falsify records, claiming the fuel had been issued to district drivers, who denied consuming it.
In a related case, George Muduuli, Head Teacher of Tabingwa Primary School, was charged with extorting applicants during district recruitments. Investigations indicate applicants paid between Shs 5.7 million and Shs 17 million to secure jobs, with part of the money allegedly funnelled to members of the District Service Commission.
All accused were remanded until January 8, 2026, as investigations continue into the involvement of other district officials in the alleged corruption network.
