The Minister of Education and Sports, Janet Kataaha Museveni, is set to commission the newly constructed Uganda Vocational and Technical Assessment Board (UVTAB) National Skills Assessment Centre on January 9, 2026, at Kyambogo Hill.
The eight-storey facility has been purpose-built as a national hub for skills assessment, consolidating all UVTAB staff who previously operated from rented premises in Ntinda and along Jinja Road. The move is expected to enhance efficiency, coordination, and service delivery.
Constructed in a record three years, the Shs 25.6 billion project commenced on March 23, 2022, and was completed on February 21, 2025, fully funded by the Government of Uganda. The UVTAB printery will be established separately at Namanve Industrial Park.
According to UVTAB Executive Secretary Onesmus Oyesigye, integrating all assessment services under one roof will deliver faster, higher-quality services while reducing administrative costs for the institution and taxpayers.
“With the completion of this Assessment Centre, UVTAB is expected to save at least Shs 189.8 million annually in rental costs,” Oyesigye said.
The milestone comes as UVTAB celebrates the successful assessment of 275,963 candidates since national assessments began on March 15, 2025, in line with the TVET Act, No. 3 of 2025.
The modern complex features an eight-storey main block and a three-storey Short Tower, providing 6,499.6 square metres of floor space. Key facilities include a state-of-the-art auditorium, two boardrooms, mini meeting rooms, and innovation and incubation hubs to support technical and vocational training.
In line with staff welfare, the ground floor houses a crèche for breastfeeding staff, while the sixth floor offers wellness facilities, including a gym and sauna. A dedicated parking area accommodates 60 vehicles, and the building is fitted with advanced ICT and security systems, including access control, lifts, fire safety systems, UPS power backup, air-conditioning, and a public address system.
Architecturally, the building incorporates a central atrium, enhancing natural ventilation and reducing reliance on mechanical cooling.
The project was constructed by Seyani Brothers & Co. (U) Ltd, with oversight by Cornerstone Design and Engineering Ltd.
With the commissioning of the new centre, UVTAB operations are now fully consolidated at Kyambogo Hill, marking a key milestone in strengthening Uganda’s vocational and technical skills assessment framework.
