President Museveni has ordered the Permanent Secretary of the Ministry of Internal Affairs, Lt. Gen. Joseph Musanyufu, the Police Under-Secretary, Mr. Aggrey Wunyi and AIGP Felix Baryamwitsak, to go on six months forced leave over alleged corruption in the maintenance of Uganda’s road and CCTV cameras.
In a May 23 letter to Mrs. Lucy Nakyobe Mbonye, Head of Public Service and Secretary to Cabinet, President Museveni said a report from Major General Kahinda Otafiire revealed corruption in the Ministry of Internal Affairs and the Police over the maintenance of the police cameras.
“I have got a report from Major General Kahinda Otafiire regarding the corruption in the Ministry of Internal Affairs and the Uganda Police in the matter of maintenance of the Police cameras,” President Museveni wrote.
He explained in the letter that the cameras, supplied by Huawei to fight rising crime, had to be maintained by a Ugandan company, Dealan Associates Limited, after Huawei faced US and EU sanctions in 2019.
President Museveni added that, despite the Ministry securing Shs 31.37 billion from the Ministry of Finance to pay the company, the contractor was not paid because Ministry officials, through a middleman identified as Hassan Serunjogi, were demanding bribes.
The President directed that the matter be probed and that Hassan Serunjogi should face prosecution if found guilty.
“Hassan Serunjogi should be charged if the evidence is there,” he directed.
He also ordered that the company responsible for maintenance be paid.
“Barbra Katisi, of Dealan Associates Limited, should be paid her money,” he further directed.
The president also ordered Nakyobe to designate an acting permanent secretary.
The Anti-Corruption Unit is expected to investigate the matter to its conclusion.
