The National Environment Management Authority (NEMA) has intensified its fight against noise pollution, confiscating sound system equipment from several bars and entertainment venues across the Kampala Metropolitan Area.
The weekend operation, led by NEMA’s Department of Enforcement and Field Operations, targeted facilities that have repeatedly defied noise regulations despite numerous warnings.
Ms Naomi Karekaho, Head of the Corporate Communications Unit at NEMA, confirmed the development, saying the authority acted within the law.
“During the operation, noise-generating equipment was impounded from non-compliant premises. The exercise was conducted in accordance with the National Environment (Noise Standards and Control) Regulations, 2003, which provide for permissible noise levels and outline penalties for offenders,” she explained.
The crackdown spanned several suburbs and townships within the metropolitan region, including Mukono, Seeta, Bweyogerere, Kireka, Namugongo, Jjanda, Kulambiro, Bukoto, Katwe, Buloba, Makindye, Mengo, and central Kampala.
Karekaho noted that the enforcement drive was a direct response to growing complaints from the public.
“This intervention follows increasing public outcry over excessive noise pollution and perceptions of inadequate enforcement. NEMA reiterates its commitment to protecting the right of all Ugandans to a clean and healthy environment, as enshrined in Article 39 of the Constitution,” she said.
Bars, nightspots, places of worship, and other venues that rely on amplified sound have been urged to comply with the established standards or face further enforcement measures.
“Noise pollution is linked to numerous health risks including stress, hearing loss, and reduced productivity. It also undermines community wellbeing, affecting schools, hospitals, places of worship, and households,” Ms Karekaho warned.
The authority says more enforcement operations are planned as part of ongoing efforts to restore order and protect the wellbeing of communities affected by excessive noise.
