The National Resistance Movement (NRM) Parliamentary Caucus has approved the National Sovereignty Bill 2026, a law aimed at ensuring all funds entering Uganda are regulated and do not harm the country’s sovereignty.
Speaking to journalists after the caucus meeting at State House Entebbe, Government Chief Whip, Hamson Obua, said the bill reinforces Article 1 of the Constitution, which vests power in the people.
“The proposed Bill seeks to regulate foreign financial inflows; those inflows coming into Uganda must be for legitimate reasons and not harmful reasons,” Obua said.
“We want sovereignty 100% and we want to secure that through this law.”
Obua emphasized that the law is designed to protect the interests of all Ugandans.
“It is for your sovereignty and my sovereignty and the sovereignty of the people of Uganda. Nothing less, nothing more,” he added.
The NRM caucus also discussed the 2026/2027 budget priorities, agreeing to support funding for infrastructure, electricity, railway projects, AFCON 2027 preparations, and salary enhancements for teachers and security personnel.
Obua highlighted, “The caucus has resolved to prioritize salary enhancement for primary and secondary school Arts teachers, security personnel, and preparation for AFCON.”
The bill and budget priorities will this week on Wednesday be tabled in Parliament for debate and approval.
