The Uganda People’s Defence Forces (UPDF) has issued a stern warning against unethical conduct and complacency within its ranks as 317 officers and two civilians completed the Post-Cadet Ideological Orientation Course at the Oliver Reginald Tambo Leadership School and Pan-African Centre of Excellence in Kaweweta.
The caution was delivered during a pass-out ceremony presided over by Maj Gen Henry Masiko on behalf of the Chief of Defence Forces, underscoring the military’s renewed emphasis on discipline and value-driven command.
Maj Gen Masiko commended UPDF leadership for prioritising political education, describing it as a cornerstone of effective military leadership. He urged the officers to become impactful commanders, reminding them that leadership within the force carries inherent political responsibility and must be exercised with clarity and purpose.
“Your field of command must reflect political clarity and discipline. Strive to make your unit number one through example and purpose,” he said.
In a pointed message, he cautioned graduates against questionable ambitions and misconduct.
“Work out of conviction, not convenience. If you still harbour ambitions of dubious leadership, it is better to step aside,” he warned.
The School Commandant, Brig Gen Justus Rukundo, said the officers had successfully achieved the course objectives, particularly in leadership development and ideological grounding. He encouraged them to return to their respective units as change agents capable of shaping mindsets and strengthening cohesion.
Representing Joint Staff TRADOC, Col Joseph Elanu Okello described the training as a critical leadership tool that has historically transformed officers and enhanced the UPDF’s operational effectiveness.
The ceremony drew instructors, senior officers and junior personnel, reflecting the force’s strong commitment to cultivating commanders who blend operational competence with ideological clarity.
