Police has asked Parliament for an additional shs28.016 billion to cater for salaries of 10,000 police officers recruited last financial year, after the funds were left out of the proposed FY2026/27 wage bill.

According to the financial year 2026/27 Ministerial Policy Statement, the police wage bill is projected to stand at Shs522.481 billion, a figure that only covers the current workforce and excludes the newly recruited officers who were trained and deployed in FY2025/26.

This means that without extra funding, the 10,000 Probationer Police Constables (PPCs) risk going unpaid despite already being part of the force.

A report by the Parliamentary Committee on Defence and Internal Affairs notes that the omission creates a serious financing gap in the police payroll.

“The Uganda Police Force wage bill for FY2026/27 stands at shs522.481 billion for the existing staff. However, salaries for 10,000 PPCs recruited and trained in FY2025/26, amounting to shs28.016 billion, are not included in the new estimate,” the committee observed.

The committee has therefore recommended that an extra Shs28.016 billion be added to the Police wage bill to ensure the newly recruited officers are fully catered for.

Beyond the immediate shortfall, the situation is expected to worsen. Under its Strategic Policing and Security Plan, the UPF also plans to recruit and train an additional 4,000 officers in FY2026/27, further increasing pressure on an already stretched wage bill.
