President Museveni has pledged to ensure that every parish in Oyam District has a government primary school and every sub-county a government secondary school, as part of his vision to make quality education accessible to all Ugandan children.
The President made the pledge while addressing his supporters on Tuesday during his presidential campaigns in Oyam.
He emphasized that, if given the opportunity in the next term, his government is committed to bridging the remaining education gaps and ensuring that no child grows up without access to a nearby government school.
“If we are given the opportunity, in the new Kisanja, we shall ensure that all parishes have government primary schools and all the sub-counties have government secondary schools,” Museveni said.
He lauded Oyam’s current education progress, noting that the district boasts 109 government and 160 private primary schools, as well as 10 government and 10 private secondary schools.
Museveni stressed that education, alongside initiatives that support local development, is critical in empowering communities to transition from subsistence to commercial productivity.
“Oyam’s progress shows that when people are organized and supported, transformation is inevitable,” the President said.
The government’s plan to expand education infrastructure aligns with Uganda’s Vision 2040 and the National Development Plan (NDP III), which prioritize access to education as a driver of inclusive growth.
Museveni also highlighted Oyam’s success in implementing the Parish Development Model (PDM), which he said has significantly transformed livelihoods.
“So far, Shs 15.26 billion has been disbursed to 15,358 beneficiary households across 74 parishes. Out of 110,658 households, 56,340 were in the subsistence economy, and PDM is transforming that,” he noted.
Oyam was ranked first in Northern Uganda and fourth nationally in PDM implementation, a reflection of the district’s commitment to economic transformation and poverty reduction.
