The Commissioner General of Uganda Revenue Authority (URA), John Rujoki Musinguzi, has urged his officers to uphold integrity and reject corruption, warning that past failures to resist bribery have cost the institution dearly.
Speaking at the pass-out ceremony of 244 URA officers who completed a Transformation Leadership Course (TLC) at the Oliver Reginald Tambo School of Leadership and Pan-African Centre of Excellence in Kaweweta, Mr. Musinguzi emphasized that the ideological training they received should translate into ethical public service.
“Take seriously what you have learned from this transformational leadership course. It will benefit not just URA and UPDF, but the country at large,” he said.
He reminded the officers that failure to uphold moral values has led to dismissals in the past and that the newly acquired ideological grounding must serve as a shield against such temptations.
The intensive four-week course, jointly organized by URA and the Uganda Peoples’ Defence Forces (UPDF), marks a new level of collaboration between the country’s military and its revenue body.
Representing the Chief of Defence Forces, General Muhoozi Kainerugaba, was Maj Gen Henry Masiko, Chief Political Commissar of the UPDF, who praised URA leadership for embracing the ideological orientation model long practiced by the military.
“Public officers without a proper and deep ideological orientation cannot be expected to work out of conviction,” Maj Gen Masiko said. “When one lacks conviction, commitment falters. Ideology is the compass, and when that compass is faulty, direction is lost.”
Maj Gen Masiko applauded Mr. Musinguzi for selecting UPDF as a partner in transforming revenue officers into patriotic and principled public servants. He urged the graduates to remain vigilant, avoid corruption, and serve the country selflessly.
Quoting President Museveni, he added “Wherever you are deployed, work diligently because what you do directly influences what you get.”
According to Brig Gen Justus Rukundo, Commandant of the Kaweweta leadership school, this was the first transformation leadership course conducted specifically for URA personnel.
He noted that the curriculum focused on ideological orientation, transformational leadership, and national development values meant to reshape public institutions from within.
“This is a milestone,” Brig Gen Rukundo said. “We are tailoring ideological training to support not only UPDF but also ministries, departments, agencies, and even private sector players.”
The event was attended by top officials from both URA and the security sector, including AIGP Ubaldo Bamunoba of the Uganda Police Force, Brig Gen Sam Omora, Col Watasa, Col Okello, Ms Sarah Chelengat, and Mr John Tinka Katungwensi, among others
