Two leaders of Emyooga SACCOs in Entebbe Municipality have been remanded to prison over allegations of stealing and mismanaging more than Shs100 million intended to support beneficiaries under the government’s wealth creation programme.
The suspects, Fred Magombe, Chairperson of the Veterans Emyooga SACCO, and Moses Ecrus Zziwa, Secretary of the Welders Emyooga SACCO, appeared before the Entebbe Chief Magistrate’s Court on Thursday on charges of theft.
The duo was arraigned following investigations conducted by the State House Anti-Corruption Unit in collaboration with the Uganda Police Force and the Office of the Director of Public Prosecutions (ODPP).
Prosecution alleges that between 2020 and 2025, the two suspects, together with other individuals who are still at large, diverted and mismanaged funds disbursed to Emyooga SACCOs in Entebbe Municipality.
The funds were intended to benefit members of various SACCOs, including those representing veterans, welders, tailors and boda boda riders, through financing income-generating activities.
Investigators allege that the mismanagement denied the intended beneficiaries access to government funds designed to improve their livelihoods and boost household incomes.
The court heard that the suspects are accused of misappropriating money released under the Emyooga programme, a government initiative that provides seed capital to organised enterprise groups as part of efforts to promote wealth creation and job generation.
The two were remanded until July 27, 2026, as investigations continue.
The case stems from a presidential directive to the State House Anti-Corruption Unit to investigate allegations of mismanagement involving more than Shs1 billion disbursed to Emyooga SACCOs in Entebbe Municipality.
The Unit said investigations are ongoing, with more arrests expected as authorities continue efforts to recover the allegedly misappropriated funds.
