The Anti-Corruption Division of the High Court has set September 9, 2026, as the date for delivering its ruling on the bail applications filed by seven senior Parliament officials currently on remand at Luzira Prison over corruption-related charges.
The officials are Chris Obore, Parliament’s Director of Communications and Public Affairs; Daniel Adilo, Director of Human Resource; Rajab Kaaya Ssemalulu, Principal Research Officer; Emmanuel Emuron Okwi, Principal Protocol Officer; Vincent Otebata, Capacity Development Officer; Leonard Okema, Executive Secretary in the Office of the Speaker; and Murebe Methods, Chief Executive Officer of the Parliament Cooperative Savings and Credit Society (SACCO).
According to the IGG, the matter came before Justice Michael Elubu on Monday, who issued a timetable to guide the hearing and determination of the consolidated bail applications.
During the proceedings, Obore, Adilo, Ssemalulu and Murebe successfully presented their sureties together with the required documents in support of their applications for bail.
However, the court found deficiencies in the documents submitted by Okwi, Otebata and Okema. The three were granted leave to file fresh bail applications on August 6, 2026.
Justice Elubu directed all the applicants to file their written submissions by August 7, while the Inspectorate of Government (IGG) will file its responses by August 14. The applicants will then have until August 19 to submit rejoinders before the court delivers its consolidated ruling on September 9.
Meanwhile, Stella Itute, the Office Supervisor in the Office of the Sergeant-at-Arms, who was jointly charged alongside the seven officials, remains at large.
The prosecution is being led by Principal Inspectorate Officer Daisy Acio, assisted by Inspectorate Officers Jason Arinda, Pius Kaweesi and Raphael Kabuubi Pappali.
The case comes days after the Inspector General of Government, Lady Justice Naluzze Aisha Batala, directed the Clerk to Parliament, Adolf Mwesige, to immediately interdict the seven senior Parliament officials pending the final determination of the criminal proceedings against them.
The officials are facing corruption-related charges and remain in custody at Luzira Prison as the court process continues.
